City Panel Advances Record $260.8M Settlement in Wrongful-Conviction Lawsuits Tied to Ex-Detective Reynaldo Guevara

CHICAGO — A key Chicago City Council panel unanimously voted Monday to advance a sprawling $260.8 million mass settlement to resolve 16 federal wrongful-conviction lawsuits.
The proposed agreement, cleared by the council’s Finance Committee, covers 17 plaintiffs who spent a combined 383 years behind bars before their murder convictions were vacated.The lawsuits center on decades-old investigations led by disgraced former Chicago Police Department Detective Reynaldo Guevara, who has faced persistent accusations of coercing witnesses, fabricating police reports, and framing suspects.
City attorneys championed the mediated package, asserting that settling the 16 cases collectively will spare taxpayers an estimated $300 million to $400 million in projected courtroom defenses, trial expenses, and potential jury verdicts. Prior to this agreement, Chicago had already spent at least $206 million defending and settling lawsuits tied to Guevara.
Under the framework negotiated over a 10-month period with civil rights firm Loevy & Loevy, payouts would be distributed across multiple installments spanning 2027 and 2028.
While municipal leaders urged approval to clear a mounting shadow over the city’s structural budget outlook, the measure does not completely eliminate the city’s legal exposure. Chicago continues to face roughly two dozen additional active lawsuits tied to Guevara’s career. Guevara himself has consistently invoked his Fifth Amendment right against self-incrimination when questioned about the allegations, has never faced a criminal conviction, and continues to collect a city pension.
The settlement now heads to the full City Council for a final vote.
