Under the Shadow of Corruption, Part Two: Formal Investigative Referral to Federal and State Authorities

The City of Harvey sign

As an activist and a journalist, I have watched Harvey from both sides of the story — standing with residents in the streets and reporting what City Hall does when it thinks no one is watching. Local channels have been exhausted: council members arrested for speaking out, businesses harassed, residents fined into silence. That is why federal oversight is not a last resort — it is the necessary next step. When a city uses its own police and its own process to punish dissent, only outside authority can break the pattern and protect the people. This referral is that step, taken in the open, on the record.

Part Two of the Harvey series publishes the formal investigative referral and multi-jurisdictional civil rights complaint filed by Amir “King Seven” Shakur, Digital Broadcaster, ASN NEWS, calling for investigation into public corruption, official misconduct, and color-of-law violations in the City of Harvey, Illinois.

FORMAL INVESTIGATIVE REFERRAL & MULTI-JURISDICTIONAL CIVIL RIGHTS COMPLAINT

DATE: May 15, 2026

FROM: Amir “King Seven” Shakur, Digital Broadcaster, ASN NEWS (amirshakurspeaks@gmail.com)

RECIPIENTS: Federal Bureau of Investigation (FBI), 2111 W. Roosevelt Rd, Chicago, IL 60608; U.S. Attorney’s Office (Northern District of Illinois), 219 S. Dearborn St, 5th Floor, Chicago, IL 60604; Office of the Illinois Attorney General, 115 S. LaSalle St, Chicago, IL 60603; Cook County State’s Attorney’s Office, 69 W. Washington St, Ste 3200, Chicago, IL 60602; Cook County Sheriff’s Office, 50 W. Washington St, Chicago, IL 60602.

SUBJECT: URGENT: Investigative Referral – Public Corruption, Official Misconduct (720 ILCS 5/33-3), Conspiracy Against Rights (18 U.S.C. §§ 241, 242), and Color of Law Violations (City of Harvey)

I. PREAMBLE & OVERVIEW: This is a formal request for a multi-jurisdictional investigation into a coordinated criminal enterprise operating within the City of Harvey, Illinois. This enterprise involves municipal agents, public officials, a local community provocateur, and his organization, Investigate and Advocate (INA). These parties are engaged in “Color of Law” violations, utilizing physical brutality, illegal “self-help” evictions, business harassment, and retaliatory “Lawfare” to suppress press freedom and community dissent.

II. SPECIFIC ALLEGATIONS OF MISCONDUCT: Physical Brutality & Business Intimidation: American Kitchen — physical assault and sustained harassment against owner Shahnawaz Hasan led by a community provocateur and members of his organization, accompanied by criminal property damage and local police interference/assistance. Local Business Harassment: systemic administrative harassment and bullying of local businesses, including Hope Funeral Home, Dollar Tree, and Family Dollar locations, including pressure to pay “back taxes” without proper administrative due process. Police Weaponization & Official Misconduct: improper arrests of City Council members during public disclosures; unwarranted traffic stops, vehicle towing, and exorbitant fines ($1,500 to $2,400+) imposed on residents to offset city revenue shortfalls; calls for the resignation or termination of Police Chief Cameron Biddings and Deputy Chief Derrick Charles due to systemic weaponization of law enforcement and failure to properly refer serious violent incidents to Cook County authorities. Financial Mismanagement & Unvetted Land Grants: approval of a multi-million dollar land grant and partnership to Turlington Homes without public disclosure, proper background checks, or verification of real estate development qualifications; overall lack of financial transparency in city dealings and allocation of public resources.

III. REQUESTED ACTION: Open a formal investigation into official misconduct, civil rights violations, and public corruption in Harvey City Hall. Provide federal and state oversight regarding local law enforcement actions and municipal land developments. Ensure the protection of local journalists, business owners, and community members exercising First Amendment rights.

I move forward with this referral because my mission has never changed: to stand with the people and to report the truth, even when the powerful want both silenced. Federal oversight is necessary because Harvey’s residents, journalists, and business owners deserve a city that serves them — not one that punishes them. I will keep reporting, keep standing, and keep pushing until accountability comes. The people of Harvey deserve nothing less.
